Purpose/Mandate
The Metamorphosis Network is an independent network of community support services, Non-Profit Organizations and Community Groups within the municipalities of Mississauga, Brampton and Caledon. Our purpose is to collaborate to achieve enhanced client service, knowledge transfer, and service improvements, in response to the transition taking place in the Regional Municipality of Peel.

Guiding Principles
The Metamorphosis Network will respect the autonomy of individual organizations while fostering opportunities to work together on priorities that affect community support service, non-profit organizations and community groups serving the residents of Mississauga, Brampton and Caledon.
The network will be courageous and intentional in its activities and commit to promoting the values of equity, diversity, and inclusion within all aspects of its work.
The Metamorphosis Network will not make decisions on behalf of individual organizations.

Objectives
- Advocates on behalf of community support services, non-profit organizations and community groups serving the residents of Mississauga, Brampton and Caledon.
- Provides central point of access for communication with members, the Peel Regional Transitional Board, the media, the municipalities and other stakeholders.
- Acts as a voice for the member organizations at planning tables as directed by the network membership.
- Provides collaborative opportunities to guide the development of service delivery strategies, policy and/or regulations to provide high quality community services and supports within Mississauga, Brampton and Caledon.
- Coordinates network-wide communication and knowledge transfer.

Members
Membership will be broad-based, open and include the organizations and individuals that coordinate and deliver community services and other resident supports.
If needed, and agreed to by the majority of the membership, a fee may be set to support the work of the network.

Leadership Team
The Metamorphosis Leadership Team will provide leadership and the structure to support and guide the work of the Metamorphosis Network.
The Metamorphosis Network Leadership Team facilitates people and resources coming together to achieve enhanced client service, knowledge transfer, and service improvements, in response to the transition taking place in the Regional Municipality of Peel. It will be broad-based, open and representative of the organizations and individuals that coordinate and deliver community services and other resident supports.
- Provides leadership to the Network.
- Oversees the work of the Network, including the development of any Ad Hoc Working Groups.
- Organizes and facilitates network meetings.
- Accountable to the Metamorphosis Membership.
Leadership Team Members will include, but will not be limited to:
- No fewer than two (2) and no greater than five (5) representatives from Community Services sector (Brampton and Caledon)
- No fewer than two (2) and no greater than five (5) representatives from Community Services sector (Mississauga)
- Membership of the Leadership Team will be balanced to reflect representation from each of the local municipalities and the different service sectors
It is assumed that all Metamorphosis Leadership Team members are also members of the Network.

Election Process
An annual call for nominations will be made and broadly shared. Announcements regarding elections will be made at the first network meeting of the subsequent year. (June, 2024)
The Leadership Team will make decisions on its composition using the following criteria:
- The name(s) of interested parties, the name(s) of the organization they represent, the geographical location of their head office, the additional locations they serve and the type(s) of community services they represent
- Gaps that the Leadership Team is experiencing related to geographical and service type representation, representation across continuum of service providers, and skill gaps.

Chairs
The Leadership Team will elect two to three Co-Chairs.

Term of Office
- The Term of office for Leadership Team members is 2 years, with an additional 2-year renewal permitted if needed. A one-year sabbatical is required to be reappointed following a 4-year term of office.
- A Leadership Team member who misses three (3) consecutive meetings will be asked by a Leadership Team Co-Chair to step down from the team.
- To facilitate continuity and transition Co-Chairs may be elected annually.

Decision-Making
Leadership Team decisions will be made by consensus wherever possible and by ballot where consensus is not achievable.

Quorum
A quorum shall be 50% of the Leadership Team membership plus one.

Frequency of Meetings
The Metamorphosis Leadership Team will meet at least bimonthly, with additional meetings as the call of the co-chairs.
The Terms of Reference will be reviewed on an annual basis.
