1. What is the Metamorphosis Network?

   • The Metamorphosis Network is an independent network of community support services, non-profit organizations and community groups that have formed the backbone of community services in Mississauga, Brampton and Caledon for decades. Our purpose is to collaborate to achieve enhanced client service, knowledge transfer and service improvements for residents in the Regional Municipality of Peel.

2. Where did the Metamorphosis Network come from?

   • The Metamorphosis Network originally came together in 2005 to engage service providers more directly in the planning of massive change in the healthcare system and to ensure better outcomes for the people we serve. Since then, it has evolved its work in the context of the current public service restructuring in Peel Region.

3. What does the Metamorphosis Network do?

   • The Metamorphosis Network advocates on behalf of vulnerable people who are served by non-profit agencies. We amplify the voices of those concerned to ensure the adequacy, stability and continuity of critical support across community services. We provide a central point of access for communication between members of Metamorphosis, the Transition Board, the media, the municipalities and other stakeholders.

4. Who leads the Metamorphosis Network?

   • The Metamorphosis Network has a Leadership Team that is composed of representatives from the non-profit community services sector. The Leadership Team is balanced to reflect representation from each of the local municipalities and different service areas.

5. What’s happening with dissolution and the future of community services?

   • On December 13, 2023, the Ontario provincial government announced that Bill 112 (Hazel McCallion Act) will be revised and the dissolution of Peel will not move forward as intended. While we do not know the full extent of this new plan, we know some service amendments are still coming. The Metamorphosis Network will continue to play a role in shaping those changes. Vulnerable people in Peel deserve social services that meet provincial standards, and ours still need to be adequately funded to address local needs, so returning to the status quo is not an option.

6. What is the role of the Metamorphosis Network in light of this new plan?

   • Though the dissolution of the regional government is cancelled, service changes are still expected. Metamorphosis will continue to work with service providers and the provincially-appointed transition board to ensure that any social services downloaded to municipalities are consistent and coordinated. The planning process under Bill 112 also showed that Peel Region services continue to be underfunded. The Metamorphosis Network will also work with the Region of Peel, community partners and other sectors to advocate for adequate funding for social services in Peel. We will continue to update you on emerging issues and decisions during this time.

7. What does the Region of Peel currently do?

   • The Region of Peel indirectly manages and delivers services across Mississauga, Brampton and Caledon. Those services are listed here:

8. What does the Transition Board do?

   • The Ontario Government appointed a Transition Board comprised of five (5) members with experience across the public and private sectors to be responsible for facilitating gathering data, engaging the public, assessing options for the transition, including the re-allocation of regionally delivered services and responsibilities to the individual municipalities, and developing a plan that ensures the long-term economic sustainability of Mississauga, Brampton and Caledon as individual municipalities. Now that the regional dissolution is not moving forward, the Transition Board will focus on options that support building more homes faster and improving local service delivery and will bring forward recommendations on optimizing the delivery of services that support the commitment to build more homes, including land-use planning, servicing, roads and waste management.
